With reference to the third paragraph of my secret despatch of 31st August, 1937, on the subject of the development of the Port of Whampoa I have the
honour to inform you that the Harbour Master has
drawn my attention to a qualification of his opinion there quoted. He wrote subsequently in this connection
"It may be that the penultimate paragraph of my minute will require modification when the real intentions of
the Whampoa Port Development Administration become
apparent"; and asked that his remarks about dredging
in Chinese waters should not be quoted meanwhile.
